Why am I getting Siemens S7-1500 PLC Tags Quality Bad, not connected even though status is active?

Why is connecting to Siemens PLC OPC Server always gives Bad, Not Connected quality for all items that are being read by OPC Client from S7-1500 PLC type even though the connection status is active?

The S7-1500 PLC has an embedded ethernet port which allows S7 protocol communications over ethernet. To establish successful communication with said PLC, PLC must be configured with appropriate access permissions to allow connections from OPC Server that connects to it. To ensure proper access permissions set on PLC configuration; please see below instructions.
  1. Launch S7 TIA Portal software and Open the specific PLC project.
  2. Open PLC Properties.
  3. In the General tab, select Protection.
  4. Ensure that Full access (no protection) is enabled under access level column along with Access to HMI, Read & Write access.
  5. Ensure that the option "Permit access with PUT/GET communication from remote partner" is ticked under Connection mechanisms section.
  6. Click ok and save the settings.
  7. Ensure that the controller's memory (such as the Simatic memory card) is reset and download the S7 project to the controller again.
  8. It may also be necessary to cycle the power on the controller.
  9. Now please restart OPC Server once and see if you can access data by adding tags in OPC explorer or any other OPC Client.
