El servicio Sauron Marshall no puede iniciar / Sauron Marshall Service cannot start

El servicio Sauron Marshall depende del servicio "RPC Locator", si este ultimo no se encuentra iniciado es posible que este deshabilitado de forma ocasional o mediante una política de sistema (ya sea local o de grupo en el caso de computadores pertenecientes a un dominio), incluso es posible que el administrador del sistema haya querido habilitarlo mediante perfiles de hardware.

para verificar esto en las propiedades del servicio se puede verificar si el servicio está habilitado y el la consola de políticas del equipo se puede verificar si la política está o no activa.

The Sauron Marshall service depends on the service "RPC Locator", if the latter is not started it may be disabled occasionally or through a system policy (either local or group in the case of computers belonging to a domain) , it is even possible that the system administrator wanted to enable it through hardware profiles.
